President Uhuru Kenyatta has instructed the new Principal Secretary for Youth Affairs Dr. Francis Otieno Owino to streamline the National Youth Service (NYS) and resolve all the financial and administrative bottlenecks that prevent it from fulfilling its mandate.

“The NYS was never meant to be a conduit for enriching a few individuals but an initiative to empower and change the lives of millions of young Kenyans,” Uhuru said.
Uhuru further directed the new PS to resolve all the financial and administrative bottlenecks at NYS that prevent it from fulfilling its mandate.
ESTHER KOIMETT APPOINTED PS TRANSPORT
Esther Koimett has also been appointed as the new PS for Transport.
Mrs Koimett, an investment banker, worked as the Director General for public investments and portfolio management at the National Treasury before her new appointment.
President Kenyatta, who was speaking at State House Nairobi during the swearing-in of both Dr Owino and Mrs. Koimett also urged the officers to uphold integrity.
“The oath of office and accountability pledge that you’ve taken and sworn is a personal commitment to integrity. We expect the highest degree of integrity and loyalty to the people,” the head of state told the leaders.
NYS RESTRUCTURING
The cabinet has approved some proposed restructuring of the NYS to key among other issues deal with the grave managerial and operational challenges that have characterised the organization.
The proposed changes include the establishment of an oversight board which will effectively make the NYS a body corporate with a Director General as the Chief Executive Officer and a clean-up of the institutions’ supply chain.
