Ann Waiguru promises to overhaul NYS amidst corruption allegations. The National Youth Service has been under considerable scrutiny.
Devolution CS Ann Waiguru has announced that she will overhaul key departments at the National Youth Service (NYS) following recommendations of an audit report by the Ethics and Anti-Corruption Commission (EACC).
EACC CEO Halakhe Waqo handed the CS the report yesterday at the Kenya School of Monetary Studies.
“Am hopeful that the implementation of the audit recommendation will restore public confidence in the service.
Waiguru had through a letter to the to EACC in May last year, asking the commission to undertake a thorough audit of the NYS systems and help them identify areas of weaknesses and seal any loopholes that would abate corruption.
The report also cited various flaws in the NYS procurement process indicating among other things failure to undertake market surveys to inform procurement planning, awarding contracts to the highest bidders and failure to adhere to procurement regulations set by IPOA.
The EACC also recommended that the NYS works on banking of all revenue collected in line with the Government financial regulations; securing cash collection points and cash offices and maintenance of comprehensive fixed assets registers.
Ann Waiguru in whose docket the NYS falls has been put on the spotlight after it was revealed that sh 791 m had been stolen through fraudulent procurement payments.
