11 suspects, who had been charged with the  National Youth Service (NYS) scandal season two have had their charges dropped after the Director of Public Services(DPP) filed an application for their discharge.

The suspects include Sammy Michuki, the former Deputy Director General and Rogers Nzioka.

The DPP made the application to have the charges of the 11 suspects dropped when the accused persons pleaded afresh to the charges during which three NYS case related files were consolidated.

The charges have been withdrawn against them under section 87 (a) of the Criminal Procedure Code.

A total of 54 suspects including  Lilian Omollo (Principal Secretary, Ministry of Service, Youth and Gender Affairs) and Richard Ndubai (Director General, NYS) were in June charged with NYS scandal season two

5 BANKS FINED SH 392m FOR AIDING NYS THEFT

The Central Bank of Kenya (CBK) in September 2018 fined five local banks a total of 392.5 million shillings for handling illegal transactions that saw about Sh 9B looted in the latest NYS scandal.

KCB was fined Sh149.5 million, Standard Chartered Bank (Sh77.5 million), Equity Bank (Sh89.5 million), Cooperative Bank (Sh20 million) and DTB (Sh56 million).

Jointly they were accused of involvement in fraud at the NYS totalling some Sh9 billion. The charges include ‘Abuse of office’, ‘Conspiracy to commit and offence’ and ‘Failure to comply with laws on management’.

In August president Uhuru Kenyatta appointed a new Principal Secretary for Youth Affairs Dr. Francis Otieno Owino and urged him to streamline the National Youth Service, saying the outfit was not created to enrich anew individuals.
