EACC makes arrests in relation to NYS scandal. Top government officials, including NYS Deputy Director General are amongst arrested.
The Ethics and Anti-Corruption Commission (EACC) has arrested top government officials linked to the Sh791 million misappropriation of funds NYS scandal.
Former NYS Deputy Director-General Adan Huarache, tender committee boss Hassan Noor and ex-PS Peter Mangiti are among the 20 people arrested by EACC detectives and arraigned at the Milimani courts earlier today.
Last week, The High Court had temporarily stopped the arrest of Harakhe and Noor after the two filed an application seeking to bar the DPP from authorizing or preferring criminal charges against them in connection to the NYS saga.
EACC has also been probing all counties on graft in the procurement processes and has so far recommended the prosecution of seven governors.
The NYS scandal has been one of the biggest graft cases under the jubilee government. Ms Josephine Kabura Irungu, a suspect linked to the graft swore an affidavit early this year, saying that Former devolution CS Anne Waiguru orchestrated the irregular payments that saw the Sh 791 million looted.
“Waiguru called a Mr Raphael Ndunda who was an employee of Family bank. As head of compliance, his role was to ensure that the accounts were opened and operated without any hiccups,” Kabura said in her affidavit adding that Waiguru also devised ways to divert the public attention and mislead investigative agencies.
Waiguru refuted Kabura’s allegations and also went ahead to link senior Jubilee politicians to the NYS scandal. In an affidavit filed at the High Court in Nairobi in February, the former CS, who has announced her interest to vie for Kirinyaga county governor in the 2017, named National Assembly Majority Leader Aden Duale, Elgeyo Marakwet Senator Kipchumba Murkomen and Deputy President William Ruto’s personal assistant. She has also denied that she has ever met Kabura.
